Detective Sergeant Sean Fegan supervised the Mount Vernon Police Department’s narcotics unit, which faced numerous allegations of misconduct. Under his leadership, the unit was accused of emphasizing arrest numbers over lawful procedures, leading to illegal arrests and searches. Fegan was also implicated in approving and overseeing unconstitutional strip and cavity searches, as well as failing to address reports of excessive force used by officers under his command. Despite these allegations, Fegan continued to serve in the department.
