Between May 2012 and December 2020, Sergeant David Coughlin, serving as the treasurer/secretary for the Racine County Commanding Officers Association, allegedly embezzled over $20,000 from the union’s funds. The misappropriation was discovered in November 2020 when a new board was elected, and Coughlin failed to provide financial records. An investigation revealed that he had deposited union checks into his personal account and wrote checks to himself using association funds. Coughlin was charged with theft and pleaded not guilty in March 2021.
