In January 2016, Sergeant Elizabeth Kapp filed a complaint alleging improper personal use of office vehicles within the Stutsman County Sheriff’s Office. Shortly after, she was terminated from her position. Kapp had been under a performance improvement plan since November 2015 due to an unsatisfactory performance review and a letter of reprimand. Her attorney indicated plans to challenge the termination through a grievance or court case. Additionally, Kapp was investigated for potentially providing incorrect information to the media regarding alleged misuse of a Jet Ski by sheriff’s office members, but insufficient evidence led to no criminal charges being filed.
