    In February 2010, Sergeant Heidt was involved in a use of force incident that was initially reviewed and found to be in compliance with department policy. However, in January 2013, the incident was re-examined, leading to a conclusion that Heidt’s use of force was unreasonable and violated department policies. This review raised questions about his credibility, resulting in his termination on June 6, 2013. Heidt filed a grievance, and on July 23, 2014, an arbitrator fully reinstated him with back pay and benefits, contradicting the earlier findings. Subsequently, the Yamhill County District Attorney’s Office issued a ‘Brady letter,’ disqualifying Heidt as a witness due to credibility concerns, which led to changes in his work duties and shift assignments.
