In 2013, the Department of Justice settled a lawsuit against the City of Millbrook, Alabama, alleging that a male sergeant in the Millbrook Police Department subjected Officer Kristen Spraggins to unwanted sexual advances. After she rejected these advances and reported the harassment, the department failed to take effective disciplinary action against the sergeant and instead subjected Spraggins to unwarranted disciplinary actions, eventually terminating her employment. The lawsuit resulted in a consent decree requiring the city to pay compensatory damages to Spraggins and to revise and enforce policies prohibiting sex discrimination and retaliation. The case is detailed in the Justice Department’s press release dated April 9, 2013.

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
