In April 2017, Sgt. Carl Reilley detained a 13-year-old autistic boy near the Duchesne Library. The boy, wearing toy spy goggles and carrying his pet hamster, was forced to the ground, handcuffed, and sustained bruises. The incident led to a federal lawsuit alleging excessive force, racial profiling, and unreasonable search and seizure. An internal review found Reilley’s actions reasonable, except for mistakenly turning off his body camera during the encounter. The lawsuit sought damages and mandated training for officers on developmental disorders.
