On April 18, 2019, Sgt. Jeffrey Carpenter participated in the intake of Juan Anthony Sancho at the Jackson County Jail. Sancho was restrained and shackled to a floor grate for two-and-a-half hours. A federal magistrate found that the prolonged restraint could be seen as punitive, leading to a jury trial to determine the appropriateness of the actions taken.
