In June 2019, Sgt. Joe Engler was involved in the arrest of 17-year-old David Clash-Miller during a mental health crisis. Engler placed a spit-hood over Clash-Miller’s head and delivered three punches to his head while he was restrained. The incident was captured on home surveillance video and led to a federal civil rights lawsuit. The city of Madison agreed to a $1.1 million settlement in 2022. An internal review found Engler committed minor policy violations related to documenting use-of-force incidents and operation of his squad car’s video system, but these did not result in disciplinary action.
