    In February 2004, Sgt. Kivett was terminated for allegedly violating department rules, including compliance with orders, competent performance, efficient performance, and truthfulness. The termination followed the release of an inmate, Mr. Carter, who had a hold from another facility. Disputes arose regarding whether Kivett had received direct orders to release the inmate without verifying the hold status. Kivett filed a lawsuit against the department, alleging wrongful termination and discrimination. The case highlighted issues of miscommunication and procedural lapses within the department.
