In October 2018 and 2019, Sgt. Allen failed to report sexual harassment allegations against Detective Brandon Highley during law enforcement conferences. Despite receiving written and verbal notices of Highley’s inappropriate conduct, Allen did not inform his superiors. As a result, on February 18, 2020, Allen was demoted from sergeant to officer for violating the department’s sexual harassment policy.
