Following Chief Messinger’s resignation in 2011, Sgt. Stevens was accused of retaliatory behavior against the female employee who reported Messinger’s misconduct. Allegations included discouraging her from pursuing the complaint, increased scrutiny of her work, and creating a hostile work environment. These actions contributed to her decision to resign in September 2011.
