Officer Shane Hobbs was involved in the February 27, 2002, arrest of Christopher Lyons. While Hobbs did not discharge his weapon, he was present during the incident where Sergeant Cowgill’s firearm accidentally discharged, injuring Lyons. Hobbs’s actions were scrutinized as part of the lawsuit alleging excessive force.
