In October 2013, Officer Armstrong responded to a reported fight at the Elks Club in Greybull. During the incident, he tackled and tased Morgan Emmett, who later filed a lawsuit alleging excessive force and unlawful arrest. In September 2020, the Tenth Circuit Court of Appeals found that a jury could determine Armstrong’s use of the taser without adequate warning constituted excessive force, reversing the district court’s grant of summary judgment on that claim.
