In November 2012, Detective Shaun Cowley fatally shot 21-year-old Danielle Willard during an undercover operation. An internal investigation revealed unbooked evidence, including drugs and money, in his police car. Cowley was charged with manslaughter in 2014, but the case was dismissed. He was terminated in 2013, reinstated in 2015, and resigned shortly thereafter. A federal appeals court upheld his firing in 2019.
