    Captain Laffey resigned in March 2019 following multiple complaints about inappropriate behavior, including demeaning and belittling comments towards female employees. An internal meeting addressed approximately 20 complaints, leading to a final warning and mandatory management training. Laffey chose to resign after 23 years of service.
