In April 2017, under Sheriff David L. Boren’s leadership, an incident occurred where a 13-year-old autistic boy was detained near the Duchesne Library. The boy was forced to the ground, handcuffed, and sustained bruises. The incident led to a federal lawsuit alleging excessive force, racial profiling, and unreasonable search and seizure. An internal review found the actions reasonable, except for mistakenly turning off the body camera during the encounter. The lawsuit sought damages and mandated training for officers on developmental disorders. Davis alleged that after reporting two co-workers for using inmate uniforms as Halloween costumes, he faced ongoing harassment and retaliatory behavior. The lawsuit claimed that Davis was subjected to a hostile work environment, leading to his resignation. The suit sought damages for lost wages and benefits, as well as general and punitive damages.
