In February 2016, Sheriff Fred Wegener demoted Senior Sergeant Tonjes three levels without prior notice or an opportunity to respond, allegedly violating the Sheriff’s Office’s personnel policies. This demotion was purportedly in retaliation for Tonjes’s opinions regarding the handling of a fatal incident involving Corporal Nate Carrigan. Tonjes resigned, claiming constructive discharge due to intolerable working conditions. A lawsuit ensued, alleging violations of due process and retaliation for protected speech.
