In 2004, Sheriff Jerry Colson was found to have inadequately supervised and trained staff regarding inmate medical needs, violating the Eighth Amendment rights of inmates. The court identified systemic deficiencies in medical record-keeping, delays in providing medical care, and lack of suicide prevention policies, exposing inmates to substantial risk of serious harm.
