Sheriff Paul Laney, serving as the Sheriff of Cass County, North Dakota, was involved in the law enforcement response to the Dakota Access Pipeline protests in Morton County. Under his leadership, officers were accused of using excessive force against protesters, including the use of less-lethal munitions and physical assaults. In the case of Poemoceah v. Morton County, Laney was named as a defendant for allegedly ratifying a custom condoning officers’ use of excessive force. The court found that the plaintiff failed to allege sufficient facts to establish a pattern of conduct, leading to the dismissal of the claim against Laney.
