On July 31, 2021, Sheriff Russell McCoy stopped Anthony Freeman, a Black man, for ‘illegal headlights.’ After running Freeman’s license and registration, McCoy stated he was ‘done with him’ but awaited the decision of two other men claiming to be detectives. McCoy then departed, leaving Freeman with the two men who subsequently pulled him from his car, threw him to the ground, and detained him for nearly an hour. Freeman filed a lawsuit alleging racial profiling and excessive force, claiming he suffered a shoulder injury and post-traumatic stress disorder as a result of the incident.
