In May 2013, Sheriff Scott Jay allegedly orchestrated the false arrest, strip search, and confinement of former police chief Jarrod Hinkle without a warrant, accusing him of conspiracy and theft related to a trailer. Hinkle filed a lawsuit claiming violations of his constitutional rights, including First Amendment retaliation and Fourth Amendment violations.
