In 1994, Deputy Stacy Burns, a reserve deputy with the Bryan County Sheriff’s Office, was involved in an incident where he used excessive force during the arrest of Jill Brown. Burns, who had no prior law enforcement training and a history of misdemeanors, including assault and battery, was hired by Sheriff B.J. Moore, his uncle. During the arrest, Burns violated basic police conduct standards, leading to Brown’s injuries. The jury found that the County’s failure to train Burns was the moving force behind the constitutional violation. The case resulted in a lawsuit, Brown v. Bryan County, where the County was held liable for the injuries inflicted upon Brown.
