On March 24, 2020, Steve Bailey was involved in an incident where a motorist, Keith A. Cohen, alleged that Bailey and other officers used excessive force after Cohen requested to use his own towing service. Cohen claims he was forcibly removed from his car, thrown to the ground, arrested, and faced multiple criminal charges as retaliation. A lawsuit was filed against Steve Bailey and others on February 8, 2024, and removed to federal court on March 4, 2024.
