In 2004, Officer Steve Dallas was involved in the arrest of Larry D. Hill Jr., who was suspected of driving under the influence. During the arrest, Hill fled and was apprehended by Dallas. Hill exhibited signs of medical distress, including white foam at the mouth. Despite this, he was transported to the Howard County Detention Facility without receiving medical attention. Upon arrival, Hill stopped breathing and was later pronounced dead at the hospital. A lawsuit alleged that Dallas and other officials were deliberately indifferent to Hill’s serious medical needs and used excessive force.
