In March 2017, Officer Steven Fedorko knowingly and intentionally lied about an arrest, falsely claiming that the suspect, Jo-Nathan Luton, kicked him and broke his toe. This fabrication led to Luton spending nearly nine months in jail. An internal investigation found Fedorko guilty of 16 administrative violations. Former Police Chief Calvin Williams recommended termination, but former Public Safety Director Michael McGrath imposed a 30-day suspension instead. Despite this history, Fedorko was promoted to sergeant in June 2024, a decision the Independent Monitoring team overseeing Cleveland police reforms called an ‘admitted mistaken promotion.’
