In April 2016, Deputy Ted Williams instructed inmate Aaron R. Hull to dress as a deputy and assist in transporting U.S. Immigration and Customs Enforcement detainees. Williams removed Hull’s restraints and allowed him to handle detainees, even leaving him unattended without restraints at one point. Upon return, Hull reported the incident, leading to Williams’ termination on April 14, 2016, for violating officer safety practices and engaging in deceptive conduct.
