In October 2015, Nurse Theresa Jo Horn was involved in the neglect of inmate Terral Ellis, Jr., who died of sepsis and pneumonia after his medical complaints were ignored. Video evidence showed Horn berating Ellis and failing to provide necessary medical care. In August 2023, a federal jury awarded Ellis’s family $33 million in compensatory damages, holding the Ottawa County Sheriff’s Office accountable for his death.
