In May 2020, Officer Thomas Dwayne Jones was involved in an incident where inmate Justin Ciccone was allegedly choked, tased, and pressed down on his neck and back, leading to Ciccone’s death. A wrongful death lawsuit was filed by Ciccone’s family, accusing Jones and other staff members of excessive force and misconduct. The lawsuit claims that after Ciccone was subdued and handcuffed, Jones and others continued to apply pressure on his neck and back, resulting in fatal injuries.
