In 2014, Officer Timothy Kimbrough was involved in restraining T.D.H. during her seizure when she was tased multiple times by another officer. Officer Kimbrough failed to intervene to stop the excessive use of force. The court determined that he had the opportunity to prevent the misconduct but did not, leading to a denial of qualified immunity.
