Former officer and civilian employee Timothy Owen was charged in April 2023 with engaging in sexual communication with a minor, specifically a 14-year-old girl in his extended family. Allegations included sending sexual text messages, asking if she was a virgin, and offering to purchase a ‘burner phone’ for her.
