Officer Tyson Cooper, an eight-year veteran, has been the subject of nine use-of-force investigations, nine citizen complaints, three department-initiated complaints, and one critical incident. Internal Affairs recommended placing him on restricted duty, but Chief Ryan Lee declined, raising concerns about their personal relationship.
