In October 2016, while on medical leave, Undersheriff Andy Harbolt was found slumped over the steering wheel of his pickup truck, which was parked in the middle of Old Dominion Road with the engine running. A 911 caller reported the incident, and responding deputies took Harbolt home without conducting a DUI investigation or filing a report. Harbolt admitted to planning to drink whiskey that night due to personal issues but claimed he hadn’t consumed any before passing out. The incident became public in 2018 during the sheriff’s race, leading to allegations of a cover-up within the department. Harbolt apologized for his actions and stated he should have reported the incident to his superiors.
