    In 2002, an officer was accused of smoking marijuana while off duty at a party. Although the investigation concluded the allegation was unfounded, the officer was counseled about his associations. In 2004, the same officer received a ‘Does not meet expectations’ rating in judgment for not being forthcoming about possible policy violations. In 2005, allegations arose that the officer attempted to purchase cocaine and failed to disclose prior drug use on his employment application.
