In 2012, a state audit revealed that Springdale police officers improperly targeted foreign tourists, collecting over $11,600 in cash fines directly from them between January and October 2011. This practice violated state laws and the 14th Amendment. The fines were deposited into a Springdale bank account without forwarding the citation forms to the court, potentially resulting in thousands of missing dollars. The case was referred to the Utah Attorney General’s Office for investigation.
