Sergeant Vance Bithell participated in racially insensitive behavior towards Officer Anthony Brazzle between 2006 and 2008. He called Mr. Brazzle ‘brotha’ and, during a safety presentation, joked about ‘Rodney King-ing’ Mr. Brazzle, referencing the infamous police beating. These actions were part of a broader pattern of racial harassment that led Mr. Brazzle to file a lawsuit against Washington City in 2009. The case, Brazzle v. Washington City, was documented in 2013.
