Lieutenant Stuart was found to have filed a false report and made untruthful statements in a complaint against another officer. An independent hearing officer concluded that Stuart violated department rules concerning competence, filing false reports, truthfulness, and conduct unbecoming an officer. Consequently, he was terminated from the Framingham Police Department.
