In September 2002, Officer Clayton was involved in an on-duty altercation with a superior officer, resulting in an internal investigation and criminal charges. He was placed on administrative leave and faced disciplinary charges for violating multiple department regulations. Clayton was arrested for assault and making a false statement, with the latter charge dropped and the former leading to a six-month probation period under accelerated rehabilitation. He retired in May 2003 before the completion of termination proceedings. ([casetext.com](https://casetext.com/case/clayton-v-city-of-middletown?utm_source=openai))
