Engaged in a sexual relationship with Lisa Zimmerman, a single mother of three, while serving as a D.A.R.E. officer. The relationship began around June 2002 and lasted approximately nine months, during which Del Santo was on duty. He also made inappropriate sexual comments to Kathleen Souza, a security officer at Roger Williams University, between September 2004 and February 2005. These comments included suggesting they take photographs of each other behind a building and making remarks about her breasts. As a result, Del Santo was charged with multiple violations of the department’s rules and regulations, including conduct unbecoming a police officer and disobedience to orders. The Law Enforcement Officer’s Bill of Rights Hearing Committee sustained the charges and recommended his termination, which was upheld by the Rhode Island Superior Court in 2006.
