Former officer William Hoyt, who served with the Bellows Falls Police Department until 2005, was a ‘person of interest’ in a 2015 investigation into lewd and lascivious conduct with a child. Charges were not filed due to the statute of limitations. In 2023, the Vermont State Police initiated an administrative review of their previous investigations into Hoyt following complaints alleging inadequate investigations and potential cover-ups.
