Sergeant William Rolfe, a supervisor in the vice unit, was informed by officers on numerous occasions that the alleged drugs in cases led by Officer Omar Abdullah were not heroin but brown sugar or another substance. Despite these reports, Rolfe did not intervene, allowing the wrongful arrests and prosecutions of over a dozen Black men to continue. There is no indication of disciplinary action or criminal charges being filed against him.
