    Lieutenant William Ross was involved in multiple disciplinary actions against Sergeant Patricia Garcar between 2011 and 2014, including allegations of insubordination and misconduct. Garcar claimed these actions were discriminatory and retaliatory, contributing to a hostile work environment. The EEOC found reasonable cause to believe retaliation occurred in at least one instance. Ross’s actions were central to Garcar’s lawsuit against the City of Youngstown, which was dismissed in 2019.
