In 2014, Officer William Ruscoe, a 20-year veteran and supervisor, pleaded guilty to second-degree assault for sexually abusing a teenage girl he was mentoring in the Trumbull Police Explorer Scout Program. He was sentenced to 10 years in prison, suspended after 30 months, and remains on probation as a registered sex offender. In 2020, the victim filed a $10 million lawsuit against Ruscoe, the Town of Trumbull, the police chief at the time, and the officer in charge of the Police Explorer Scout Program, alleging inadequate supervision and enabling of Ruscoe’s misconduct.
