Officer William Shanks participated in the August 8, 2020, shooting of Jonathan Randell, who was in a mental health crisis. After non-lethal methods were used, Randell threw a knife toward officers, prompting Shanks and others to fire, causing over 50 gunshot wounds. The incident resulted in a $2 million settlement paid by the city to Randell’s estate. Shanks continues to serve with the Tulsa Police Department.
