While serving with the Mesa County Sheriff’s Office, Officer Glenn Coyne was accused of subjecting a woman to a strip search and groping her. This complaint arose after Coyne had transitioned to the Grand Junction Police Department, and Mesa County officials did not investigate or inform his new employer. Coyne faced multiple sexual assault accusations, including one in December 2008 that led to probation and a pay cut, and another in September 2009 that resulted in his arrest and subsequent suicide. A 2010 lawsuit alleged the Grand Junction Police Department erred in hiring and supervising Coyne, but a federal judge found no deliberate indifference, though an appeals court noted the handling of Coyne ‘could and should have been better.’
