Greg Carroll – Rainbow City Police Department[26]

Chief of Police Greg Carroll was present during the first tasing incident involving T.D.H. in 2014. Despite witnessing the use of excessive force, he failed to intervene. The Eleventh Circuit Court ruled that Chief Carroll had sufficient time and opportunity to prevent the tasing but did not act, leading to a denial of qualified immunity for his inaction.
