Jack Kerr – Navajo County Sheriff’s Office

Detention Officer Jack Kerr was involved in a lawsuit filed by inmate Robert Efaw, who alleged that in August 1995, Kerr participated in multiple beatings and improperly restrained Efaw in the Navajo County jail. Kerr admitted to punching Efaw and using a ‘four-point’ restraint with arms splayed above his head, deviating from standard procedure. A jury awarded Efaw $100,000 in damages. The case is documented in EFAW v. Gary H. Butler, Navajo County Sheriff; et al., 2007.
