Detention Officer Jack Kerr was involved in a 1995 incident where inmate Robert Efaw was subjected to excessive force while in custody. Kerr admitted to punching Efaw and improperly restraining him in a ‘four-point’ position with arms splayed above his head. Efaw filed a lawsuit resulting in a $100,000 jury award for damages.
