Jacob Zulpo – Conway County Sheriff’s Office

In February 2012, Officer Zulpo used a taser on inmate Dwain Smith, a Vietnam War veteran, who was complaining of severe pain and unable to get up from his bunk. Despite Smith’s nonviolent behavior, Zulpo deployed the taser twice, leading to allegations of excessive force. Zulpo had not received any training on taser use prior to this incident. The case resulted in a lawsuit where the court denied qualified immunity to Zulpo, allowing the excessive force claim to proceed. [Source: Smith v.
