Jay Hart – Parkersburg Police Department

In August 2013, Officer Jay Hart was accused of using excessive force during the arrest of John Sadler, who was suspected of DUI. The lawsuit claimed a pattern of excessive force within the department and referenced previous settlements totaling over $300,000 in similar cases.
