Jay Ostrem – Gillette Police Department

Former Sergeant Jay Ostrem, who served from 1982 to 2003, was involved in a lethal use-of-force incident in 2001 where he and other officers shot and killed Michael Owens after a series of vehicular collisions and perceived threats. The shooting was ruled justified by a federal judge. In 2024, Ostrem was accused of a triple homicide in South Dakota, allegedly shooting three neighbors after a personal dispute. He was arrested and charged with three counts of first-degree murder.
